Rising damp describes moisture moving upwards through porous masonry by capillary action. It can occur, but low-level staining or high meter readings alone do not establish the cause. Leaks, condensation, external ground levels, salts and a bridged damp-proof course can produce overlapping symptoms.
How capillary action behaves
Porous masonry can draw up ground moisture. The height, distribution and visible effects depend on the materials, evaporation conditions, ground levels and whether an effective damp-proof course is present and unbridged. Salts and earlier finishes can also affect readings, so one measurement should not be treated as a complete diagnosis.
Why diagnosis needs context
A proportionate inspection considers the moisture pattern, ventilation, external defects, rainwater goods, ground levels, finishes and accessible construction. Further investigation may be needed where areas are concealed or the evidence is inconclusive.
