No. A chemical damp-proof course is one possible response where rising damp is supported by the evidence and the construction is suitable. It is not a universal remedy for every low-level reading or damaged skirting board.
Problems that can look similar
High external paths, internal plaster bridging, cavity debris, plumbing leaks, defective rainwater goods, condensation and salt-contaminated finishes can all contribute to low-level moisture symptoms. Some buildings also have an existing damp-proof course that has been bridged rather than failed.
What an inspection should consider
The survey should review moisture distribution, wall construction, external levels, relevant salts and other moisture sources. Handheld meter readings are useful comparative evidence, but they do not by themselves establish rising damp or prove that an injection is needed.
Where chemical DPC work is appropriate, associated preparation and finish repairs matter as much as the injection itself. The specification should state the treatment area, limitations and how bridging or contaminated finishes will be handled. Where the evidence points elsewhere, the repair should address that cause instead.
