Rising damp only affects lower floor brick capillaries, leaving salt tidemarks up to 1.2m high. Condensation, on the other hand, causes dark mould patches dynamically in corners, behind wardrobes, and near cold lintels, irrespective of height.
If your timber skirting boards are rotting adjacent to a damp concrete slab, rising damp is probable. If you discover mould on clothes inside a cupboard, home relative humidity is too high.
